Skyrocketing Software Revenue in China

This article raises a lot of questions in my very tired brain:

China's software industry revenue reached RMB 226.63 billion in the first four months of 2008 for an increase of 31.9 percent year-on-year, according to Ministry of Information Industry (MII) data released on Monday. Aggregated software exports were valued at $3.27 billion, up 54.9 percent year-on-year. The software technology services sector grew 48.8 percent year-on-year to RMB 35.24 billion during the period, while software product sales grew 32.2 percent to RMB 97.34 billion.

I would really like to drill down in those numbers to see what is going on. I have personally seen a great deal of client activity over the past few years with respect to localization and China-based R&D.

The question I have is what percentage of these products represent home-grown IP and what is merely outsourced code writing?

I'm a geek, but apparently not enough of a biz-geek to answer this question. Anyone know?
