Controlling the movement of people into and out of Hong Kong, and issuing passports and identity cards are the roles for which Immigration Officers are best known. A select few of them also immerse themselves in immigration laws, to detect and prosecute immigration law offenders. They evaluate the evidence against them, lay charges, and bring cases to court.
