Former CS faces new charge

Former Chief Secretary Rafael Hui and four co-defendants pleaded not guilty to bribery and misconduct charges today at Eastern Magistracy. 

 

The former Chief Secretary today faced an additional charge of misconduct in public office, alleging he failed to disclose to the Government his receipt of $11.82 million through a series of payments from two of the co-defendants between July 2007 and January 2009.

 

Mr Hui was a non-official member of the Executive Council at the time.

 

The Independent Commission Against Corruption had earlier charged him and the co-defendants – including Sun Hung Kai Properties Joint Chairmen Thomas and Raymond Kwok, the company’s Executive Director Chan Kui-yuen, and businessman Francis Kwan – with bribery and misconduct offences involving payments and unsecured loans.

 

All five defendants now face a total of eight charges – three of misconduct in public office, three of conspiracy to commit misconduct in public office, one of conspiracy to offer advantages to a public servant, and one of furnishing false information.

 

An original charge of conspiracy to offer advantages to a public servant against Mr Hui and Raymond Kwok was withdrawn today.

 

The case was transferred to the Court of First Instance for trial, and the defendants’ bail was extended.
