No. The Professional Plus version isn't sold to the public as retail. Only the normal Professional version is and that's over $600 retail.

Pro Plus is a volume license exclusive. Always has been. There's plenty of counterfeit boxes out there, but MS has only ever offered Pro as a retail option, not Pro Plus. hollykryten on 10/03/2021 - 23:05

Doesn't matter about the the PC specs. By default if you buy a MS Office Retail Lic, you will find you should be able to register the same serial approx 3 to 5 times. After that, you need to call M$ and they give you an new activation key. That's not to say it's legal, its not. It's 1 x Lic per PC. They allow you to register it multiple times as one may well need to reinstall it e.g, Reformatting your Hard drive etc. As for Pro Plus version, well it's not a Retail key. I'd stay clear.
