Police have urged people to obey the law and maintain order, warning that disorder in public places is an offence under the Public Order Ordinance.

It issued the reminder in response to today's disturbance at an academic institution in Tseung Kwan O.

It said the facility reported that protestors where causing a disturbance in an attempt to petition the Chief Executive who was leaving the premises.

Police arrived to find demonstrators trying to stop the vehicle carrying the Chief Executive from moving forward by occupying a road. After repeated warnings, the demonstrators refused to leave and continued to obstruct traffic.

It said officers then took action to stop the illegal behaviour, removing the protesters from the road and checking their identification.

Police reiterated it respects the public’s right to freedom of expression and assembly, and reminded people to obey the law and maintain order when conducting these activities.

In response to media enquires on the incident, Secretary for Security TK Lai said there are guidelines governing different aspects of Police operations, adding it is inappropriate for him to comment on a case without detailed information.

Meanwhile, Chief Executive CY Leung told the media tonight that Hong Kong is a free society, with many channels for the public to express their views. However, he said they must do so in a lawful way and not disturb others. He urged the public to raise their aspirations peacefully.
