The common denominator is the need to engage China from a position of strength.\u201d<br \/>\nBlinken\u2019s speech echoed a 23-page \u201cinterim national security strategic guidance\u201d document released by Biden a few hours later designed to \u201cprovide direction to departments and agencies in advance of a new national security strategy, which we expect to release later this year,\u201d White House press secretary Jen Psaki said.
