Police have arrested a man after his private car reportedly knocked down and killed a 43-year-old man in Tai Po.

 

The driver, aged 36, was driving uphill on Hong Lok Yuen Fifth Street at about 4.50pm when he reportedly crossed into the opposite lane and knocked down the man.

 

The workman was rushed to Alice Ho Miu Ling Nethersole Hospital where he later died.

 

The driver was arrested for dangerous driving causing death.

 

Witnesses should call Police on 3661 3800.

The State Council has approved the appointment of Stephen Lo as Commissioner of Police on the recommendation of Chief Executive CY Leung.

 

Mr Lo took up the new appointment today when Andy Tsang proceeded on pre-retirement leave after 37 years' service.

 

"Mr Lo has served in the Hong Kong Police Force for nearly 31 years and has extensive knowledge and experience in the operations and management of the Police Force.  Over the years, Mr Lo has made great efforts in enhancing the efficiency and professionalism of the Police Force. I am confident that he will lead the Police Force in meeting the challenges ahead," the Chief Executive said.

 

He also wished Mr Tsang a happy retirement and praised him for his "commendable efforts in maintaining the law and order of the community," adding that he "entrenched the service quality culture in the Police Force and demonstrated personal care and attention for frontline staff.  Under his able leadership, the Police Force has continued to excel as a world-class professional law enforcement body."

 

Senior Assistant Commissioner of Police Alfred Chau succeeds Mr Lo as Deputy Commissioner of Police.

New Police Commissioner Stephen Lo said today that he will focus on fighting cybercrime and terrorism to maintain Hong Kong's safety and stability.

 

At a press conference this morning, Mr Lo noted a rise in the number of cybercrimes in recent years. The Government has earmarked funding to establish a new Cyber Security & Technology Crime Bureau within the force, and as commissioner he plans to boost training, equipment, investigation capabilities and overseas co-operation on cyber security.

 

He also said that while there is no intelligence suggesting an immediate terrorist threat to Hong Kong, the city should be prepared. The Police will boost intelligence gathering and exchange, as well as training and co-operation with international law enforcement agencies on counter-terrorism.

 

In his opening remarks, Mr Lo said he was honoured and proud to be appointed as Police Commissioner and pledged to do his best to ensure Hong Kong remains one of the safest and most stable societies in the world.

 

"We will perform our duties in a fair, impartial and politically neutral manner," Mr Lo said, adding that he will boost communication with the community so they can gain a better understanding of the Police's work.

 

Retiring Police Commissioner Andy Tsang said this morning that he was confident Mr Lo could lead the force in overcoming future challenges.

 

He also urged protesters and politicians to obey the law while fighting for their political beliefs and rights.
