Secretary for Security TK Lai today appealed to citizens to be aware of the legal and safety implications of taking part in crowd events outside the Legislative Council building when lawmakers debate the political reform proposal next week.

 

His comments came after some groups revealed plans to assemble about 100,000 people and surround the LegCo complex during the debate.

 

Responding to a lawmaker's question today, Mr Lai noted that "crowd events are susceptible to unpredictable changes and may even be hijacked by instigators, evolving into uncontrollable violent confrontations".

 

He stressed that the Police have been paying close attention to the protesters' plans and that officers have been in contact with the LegCo Secretariat on how to help it promptly respond to serious security situations or emergency incidents.

 

To maintain public order and protect the safety of LegCo Members, LegCo personnel and the public, the Police will render assistance at all times upon the LegCo Secretariat's request, Mr Lai added.

 

Given that the protests may also take place at public places outside the area administered by the LegCo, including nearby streets and parks and even in other districts, the Police have already conducted a risk assessment based on past experience, and in light of the latest situation.

 

Officer training has also been strengthened to enhance their response capabilities. Sufficient manpower will be deployed to cope with any emergencies.

 

Mr Lai stressed that the force will spare no effort in pursuing lawbreakers' criminal responsibility.

 

He appealed to citizens to exercise their rights and freedom of expression legally, not to cause a disturbance to or harm others, not to take part in any unlawful assemblies or violent activities, or incite others to join them.

 

The security chief advised people to leave the scene immediately if they see violent acts such as charging being carried out and to keep a safe distance from radical protesters. He also appealed to people to give the Police sufficient space to handle the situation.

Police issued 110 summonses and 1,332 fixed-penalty tickets in a safe-driving campaign over the past week.

 

It was the latest in a series of enforcement campaigns targeting van and truck drivers.

 

Of the bookings, 255 were for speeding, 194 for using mobile phones, 144 for seatbelt-related offences, 66 for failing to comply with traffic lights, and 55 for overloading.

 

Three good vehicles violated the legal safety requirements and were sent for further inspection.

The Police are well prepared to handle any unlawful acts during protests that may occur when the legislature debates the political reform package.

 

That was the message from Secretary for Security TK Lai this morning, adding that the force has planned for various scenarios and trained the officers who will be on duty.

 

He urged protesters, whatever views they hold, to act peacefully and abide by the law.

 

The expression of opinions and protests must be conducted within the boundaries of the law, Mr Lai stressed.
