Hong Kong and India have signed the Agreement on Transfer of Sentenced Persons.

Secretary for Security TK Lai and Indian Consul-General Prashant Agrawal signed the agreement today.

Speaking at the signing ceremony, Mr Lai said the transfer of sentenced persons to their place of origin, by returning them to an environment free of language and cultural barriers and where their friends and relatives can visit regularly, is conducive to their rehabilitation.

It is the 15th agreement of this kind Hong Kong has signed with other jurisdictions, including Australia, Belgium, the Czech Republic, France, Italy, Korea, Macau, the Philippines, Portugal, Spain, Sri Lanka, Thailand, the UK and the US.

Secretary for Security TK Lai says the Government has no plan to implement Article 23 of the Basic Law.

He made the statement today in response to calls for national security laws to be implemented in Hong Kong.

"Article 23 of the Basic Law has a very clear guideline for the Hong Kong Special Administrative Region to enact the law. But up to now, we do not have any timetable to enact such piece of law."
